About Lions District 322 C4

The District 322 C4 came into existence in October 2012. The first District Election was conducted in April 2013, and the newly formed District officially began its journey in July 2013 alongside District 322 C2 and the newly formed District 322 C5.

In our old District 322 C2, financial support was received from the Utkal Foundation. In 2013, the Odisha Lions Foundation Trust was established with the objective of providing matching financial assistance to weaker clubs through interest earned from member contributions. However, the intended purpose has not been fully realized due to delays in fund utilization.

Since its formation, District 322 C4 has elected 11 District Governors. Despite continuous service efforts, membership growth remains a significant challenge, and timely collection of district dues continues to be a concern.

During the trifurcation of the old District 322 C2, each district was designed to represent three geographical zones for balanced development. While Districts 322 C2 and 322 C5 continue to follow this structure, District 322 C4 has faced challenges in maintaining equal regional representation.

District 322 C4 is eligible for approximately USD 250,000 in LCIF Grants annually. However, due to limited coordination, inadequate project report preparation, and delayed submissions, valuable funding opportunities have often been missed.

The district has faced legal disputes involving clubs and district leadership in the past, affecting its overall image and administrative efficiency.

District dues collected from clubs are intended to support district administration and financially weaker clubs. Stronger supervision and transparent utilization are essential to ensure these funds serve their intended purpose.

Lions Bhavan at Bhubaneswar serves as an important district asset. Greater awareness and utilization by members from Bhubaneswar, Berhampur, Koraput, Rayagada, Nabarangpur, Malkangiri and surrounding regions can significantly strengthen district activities.

District 322 C4 frequently faces natural disasters including floods and cyclones. Timely access to LCIF grants and their effective utilization are vital for disaster response and humanitarian relief.

Organization Structure

Organization Set Up

Lions Clubs International follows a structured organizational hierarchy to ensure effective leadership, administration, communication, and service delivery from the club level to the district level.

Club

Grass Root of Lionism
  • Grass root of Lionism.
  • Every Club has Officers (Board) and Members.
  • Governed by a Board of Directors.
  • The Board consists of President, Secretary, Joint Secretary, Treasurer, Immediate Past President, Vice Presidents, Tail Twister, Lion Tamer and Directors.
  • All except Directors have one year term.
  • Directors may have two year term.
  • Directors are usually at the ratio of 1 for every 10 members.
  • One Board Meeting and one Regular Meeting every month.
  • Committees are appointed by the President.
  • Election of Club Officers completed in March.
  • President & Secretary are ex-officio members of all committees.
  • Lionistic Year: 1 July – 30 June.
  • Board is the policy making body.
  • Membership is by invitation only.
  • Active members attend meetings regularly.
  • Member in good standing has no dues pending.
  • Monthly Membership Report through MyLCI and Activity Report through MyLion.
  • District, Multiple and International dues to be remitted every year.
  • Subscription is for administration, public collections are for activities.
  • Activity Fund can never be used for administration.
  • Fellowship and Service are twin objectives.

Cluster of Lions Clubs
  • 4–5 Clubs form one Zone.
  • Guided by a Zone Chairperson.
  • Zone Chairperson appointed by the District Governor for one year.
  • Three Zone Meetings and one Zonal Get-together every year.
  • PST and First Vice President attend DG's Advisory Committee Meeting.
  • GLT & GMT Coordinators are invited to meetings.

Region

Regional Administration
  • 8–10 Clubs make one Region.
  • Guided by a Region Chairperson.
  • Appointed annually by the District Governor.
  • Conducts one Regional Conference every year.
  • GLT & GMT Coordinators participate in meetings.

District

District Administration
  • Minimum 35 Clubs and 1,250 Lions.
  • Governed by an annually elected District Governor.
  • District Governor elected during District Convention.
  • Voting power: 1 delegate for every 10 members or major portion thereof.
  • Supported by Vice District Governors.
  • District Cabinet Secretary.
